 February 12, 2014 -- Reed Watson on The Jason lewis Show discusses the need for water markets to solve California's acute water scarcity. With poor laws and institutions for allocating water rights, the government has made water a liability instead of an asset. Water users do not have the ability to find mutually beneficial and voluntary agreements for allocating the scarce resource efficiently and economically.
