She is one of the original PERCies and over the course of 30 years has worn a sundry of hats including serving as Administrative Coordinator, Director of Personnel Management and Corporate Treasurer. Monica has witnessed and been proactive in the growth and evolution of PERC from a small office of three to the vibrant and synergetic staff of today.
Born and raised on a Montana cattle ranch nestled on the Jefferson River between Three Forks and Willow Creek, Monica carries on her love of horseback riding in the mountains whenever she can. Monica graduated with degrees in English, music and business administration from Saint Mary College in Leavenworth, Kansas, and returned to Montana to attend the University of Montana Law School. Monica and her late husband, Mark, raised their three children in Bozeman and all of them enthusiastically return to Montana when they can to play in the Big Sky country. Monica has served on the board of numerous community organizations, including the Bozeman Symphony Association, Bozeman Friends of Music, Holy Rosary Parish Pastoral Council and KUSM, Montana PBS television.

Founded 30 years ago in Bozeman, Montana, PERC—the Property and Environment Research Center—is the nation’s oldest and largest institute dedicated to improving environmental quality through property rights and markets.
PERC’s publications, each designed to resonate with specific groups, move ideas generated at PERC to broader audiences.
Research is at the heart of PERC's work, with a focus on the question: What is the link between economic growth and environmental quality?
The goal of PERC’s programs is to fully realize the vision of establishing “PERC University,” where scholars, students, policy makers, and others convene to expand the applications of free market environmentalism.
PERC's fellowships share a common goal of exposing new scholars, students, journalists, and policy makers to free market environmentalism, as well as enable scholars already familiar with FME to explore new applications.
PERC continues to publish and present a broad range of research and discussion through podcasts, videos, and other multimedia channels.
