Shelley Hudson Robbins

Shelley Hudson Robbins is a North Carolina native and a 1989 graduate of Duke University, where she majored in economics. She regulated water and wastewater utilities for the Florida Public Service Commission and then served as Governor Lawton Chiles’ outer continental shelf policy staff in the early 1990’s. She earned a Master of business administration degree at Southwestern Oklahoma State University in 1997, and then worked for the Oklahoma Department of Commerce on technology transfer issues until her move back east to South Carolina in 1998. After working for various local non-profits, she began working at Upstate Forever in its Spartanburg office in 2007. Shelley handles solid waste and recycling policy issues at the local, regional, and state level.  She has also been appointed by the Governor to the South Carolina Solid Waste Advisory Council. She works to bring solid waste issues to the forefront in the legislature by partnering with statewide conservation organizations, citizens groups, and the state’s recycling industry cluster. Shelley also handles transportation policy development and analysis, carbon offsets policy development and analysis, and energy efficiency.  Upstate Forever (www.upstateforever.org) is a regional environmental non-profit that advocates for land conservation and sustainable growth across the ten county Upstate region of South Carolina. Shelley has two children, a young son, and a daughter who attends the College of Charleston. She is also an avid road cyclist.
