Rupert Munro

Rupert Munro

Rupert is the Chief Operating Officer at PERC, working with the Center’s investors to strengthen and grow our impact across the country in his role leading PERC’s fundraising efforts as well as overseeing all finance and business operations. Prior to joining PERC, Rupert served as the Director of Development for the Bill of Rights Institute, where he spent five years promoting the principles of the American founding.

Born in London, Rupert developed a love of everything outdoors on family fishing trips and days out in the country before joining the Scouts and skiing, hiking, biking, kayaking, climbing, camping, and canyoning his way around some of Europe’s most beautiful countryside and mountain ranges. He built on this start by moving to Charleston, SC where he gained a degree in economics at the College of Charleston.

Rupert is a founding advisory board member and current chair of the Center for Public Choice and Market Process at the College of Charleston. He serves on the audit and risk committee for Christ’s Hospital School, where he is also a representative Donation Governor, and holds board roles with organizations including Genesis Women’s Shelter, Friends of Christ’s Hospital, and the Lowcountry Rugby Fund. Rupert is an avid traveler, cook, and fan of his beloved Baltimore Ravens and Dallas Stars. He lives in Dallas, Texas, with his wife, Whitney, stepson, Riley, and dogs Bella and Boomer.
