Vice President of Development
Rupert is vice president of development at PERC, working with the Center’s investors to strengthen and grow our impact across the country. Prior to joining PERC, Rupert served at the Director of Development for the Bill of Rights Institute, where he spent five years promoting the principles of the American founding.
Rupert’s appreciation of free market economics, although he didn’t know it then, started from an early age while working for his father’s small businesses and making a profit on purchases at local fairs! He built on this start by moving to Charleston, SC where he gained a degree in economics at the College of Charleston.
Born in London, Rupert developed a love of everything outdoors on family fishing trips and days out in the country before joining the Scouts and skiing, hiking, biking, kayaking, climbing, camping, and canyoning his way around some of Europe’s most beautiful countryside and mountain ranges.
In addition to all things active, Rupert is an avid traveler, cook, and fan of his beloved Baltimore Ravens and Dallas Stars. Rupert lives in Dallas, TX with his wife, Whitney, stepson, Riley, and dogs, Bosco, Bella, and Boomer.
