Though the ESA has done a good job of preventing endangered species from going extinct, it has done a poor job of actually recovering listed species. The recent changes reinstate the distinction between threatened and endangered species, incentivizing private landowners to help restore threatened populations before bearing the cost associated with an endangered listing.
